Repeatedly Article 140 has been brought up to hurry a referendum of Kirkuk?s regional status in Iraq. We are in agreement with the United Nations that, ?the census exercise does not adversely affect the human rights of displaced persons ?and? stress the non-political and inclusive character of the census.? Therefore, in relation to Article 140, we demand that elections be delayed in the city until after the settlement of the disagreement over its population registry. We will not hold the referendum until the Kurds stop illegally moving members of the Kurdish population into disputed areas to falsely bolster population numbers.
Iraq supports the United States? diplomatic measures regarding Israel and Kuwait?s illegitimate recognition of Kurdistan and calls on the United States to work with all of its allies towards a common goal of a unified Iraq.
